The Town of Prosper's planned developments (Windsong Ranch, Star Trail, Lakes of La Cima, Whitley Place) and its 2023 Comprehensive Plan (Artesia is outside the town limits, enclosed by them, in unincorporated Denton County); the City of Celina's development map layers and the Census Bureau geocoder (Mustang Lakes, Lilyana and Legacy Hills in the city limits); Collin County MUD No. 1 (Light Farms, in Celina's extraterritorial jurisdiction). The towns publish their own estimates: the Town of Prosper, citing NCTCOG, gives 49,355 for Jan. 1, 2026 (Town of Prosper), and the City of Celina gives 63,937 in its city limits for the same date (City of Celina). Those are theirs, not Census Bureau figures.

The Tollway at US 380
The Tollway's six-mile extension to FM 428 is under construction, due late 2027 (NTTA). Children's Health opened a specialty center here in 2023.

The Gates of Prosper
At US 380 and Preston Road, with Target and Walmart. Its newest phase added Nordstrom Rack, REI, Barnes & Noble and Total Wine & More.

Downtown Prosper
Town Hall opened in 2018 with the library inside. Twelve historical markers went up along Broadway in August 2026.

Frontier Parkway
H-E-B opened at the Tollway in August 2025. Frontier Park's 79.7 acres sit beside the 12,000-seat Children's Health Stadium and Prosper High School.

Frontier and Preston
Frontier Parkway is Prosper's north edge here, with Celina across most of it. Methodist Legacy ER opened in 2024. Life Time is due in 2027 and Sprouts in early 2027.

Preston Road, Celina
Costco opened Aug. 26, 2026, with The Home Depot and Academy the same month. Lowe's opened in early 2026, and the city's first Walmart on April 29.

The Tollway's new north end
Methodist Celina Medical Center opened at the Tollway and FM 428 in March 2025 with 51 beds. Methodist calls it the city's first hospital.

Celina's Square
“For more than 110 years, the Square has been the heart of the City,” the City says. The Downtown Center, with a new library, is due in early 2027.

Celina ISD's Willard Middle School and Prosper ISD's new Rucker Elementary campus opened in August 2026. Watkins Middle School is being built for 2027-28.

A PID or MUD adds its own line
Celina lists 30 PIDs. The county tax lists show no PID or MUD inside Prosper.
Per $100 of value: the City of Celina's rate was $0.576401 for 2025; Celina's newest PID plans project the assessment alone at roughly $0.57 to $0.80; Light Farms' MUD rate was $0.89 for 2025.

City lines aren't school lines
Prosper ISD serves south Celina and most of Light Farms. Far-west Prosper is Denton ISD.

Two counties, two appraisal districts
File your homestead with Collin CAD or Denton CAD before May 1.
Both towns cross the county line. On July 1, 2025, the Census Bureau counted 36,228 Prosper residents in Collin County and 9,377 in Denton County, and 58,358 Celina residents in Collin County and 6,069 in Denton County.

Check an address: Prosper ISD's Find Your Zone, Celina ISD's attendance zones, Denton ISD's School Locator, and the City of Celina's Resident Dashboard (school district, electric provider and more).
Utilities. The Town of Prosper buys all its drinking water from the North Texas Municipal Water District. The City of Celina buys treated water from the Upper Trinity Regional Water District; its water page read "Current status: Stage 2" on Oct. 3, 2026 (in place since July 2, 2026: outdoor watering one designated day a week), and the City says it "has sufficient water to meet daily needs." In both towns the electric provider depends on the address: Oncor (where you choose a retail provider), CoServ or Grayson-Collin Electric (Town of Prosper, City of Celina water, City of Celina utilities).
Building new? Texas appraises as of January 1, so a home finished during the year can be taxed that year on the land and a partial value. Budget for the jump the next year, once the finished home is on the roll (Texas Tax Code §23.01).
