Some Melissa subdivisions are served only by Grayson-Collin Electric Cooperative. In Oncor's area you choose a retail provider. The city lists who serves what on its Non-City Utilities page.
Building new? Texas appraises as of January 1, so a home finished during the year can be taxed that year on the land and a partial value. Budget for the jump the next year, once the finished home is on the roll (Texas Tax Code §23.01).
Acreage with a well or pond? Sellers now disclose groundwater and surface water rights. It isn't required when the seller knows of none and the home gets water only from a named city, MUD or other supplier. A buyer who gets it after signing may terminate within 7 days of receiving it (or before closing, if sooner); if it never arrives, any time before closing (TREC 20-19, ¶7I).
